David Elson - President/Chief Executive Officer
David Elson has worked in the staffing industry since 1992. Having directly held accounting and operations positions for several California employment agencies, Elson seized the opportunity to open his own company in 2002. With an intense drive and motivation to match the right employee with the right employer, Elson divides his time between all seven USA locations and still finds time to recruit, interview, and train new employees alongside his staff. A Certified Trainer in Forklift certification, a licensed Farm Labor Contractor, and years of education which consists of finance, accounting, and general education, Elson continues to support and lead his company in each local community he serves.

Jeannine Young - Chief Operations Officer
Jeannine Young’s career consists of more than 30 years in a variety of businesses and executive management levels in the retail, manufacturing, public, private and self-employment consulting arenas. A Senior Professional in Human Resources (SPHR), Young has also earned a Bachelor’s degree in Human Resources Management and served on the Board of the Human Resources Association of the Central Coast (HRACC) in 2005.
Young originally joined USA in January 2006 as Human Resource Director and later became the company’s Vice-President of HR and Operations; successfully creating and organizing the company’s HR division. Rejoining USA after a brief period, Young returns in her new role as the company’s COO. Young will provide the leadership, management, and vision necessary to ensure the company’s proper operational controls, and administrative and reporting procedures in order to effectively grow the organization and ensure financial strength and optimal operating efficiency.

Susan Elson - Chief Financial Officer
Susan Elson joined USA in 2004 and has processed all financial aspects of the business since. Elson worked for a Fortune 500 company in Iowa while obtaining her Bachelor's degree in accounting from the University of Northern Iowa . After graduation, Elson relocated to California in order to support the company.

Julie Camacho - Vice-President
Based in the Central Valley, Julie Camacho provides hands on support to the Porterville and Visalia branch locations and supplies daily accounts receivable assistance to all USA locations and clients. Prior to joining the company in 2002, Camacho worked for the City of Tulare for 10 years which included working as the Senior Services Activities Coordinator and providing years of administrative support in multiple departments. Working and residing within her neighboring community, Camacho offers firsthand knowledge of her surrounding areas by networking with local businesses and is committed to growing the company throughout all its regions.

Greg D. Elson - Director of Communication & Technology
Greg Elson's background includes 20 years of design, publication, and printing experience as well as several years of computer programming and software assistance knowledge. Before joining USA , Elson was the Director of Communications and Graphic Designer for a sizeable non-profit organization. Based in Chandler, Arizona, Elson develops and refines USA print advertising, provides company Web site support, creates and designs company logos, print materials, and trade show set design and construction.

Wendi Patterson - Director of Marketing & Brand Development
Wendi Patterson joined USA in 2004 after relocating from Kern County to North San Luis Obispo County and leaving behind her own 14 year business in the customer service and beauty industry. With a Bachelor of Science degree in Business Marketing and a Masters of Business Administration in Business Marketing. Patterson oversees all of USA 's branding, advertising, promotion, public and media relations, trade shows, and marketing strategies.

Jorge Ramos - Director of Business Development
Before joining USA in 2007, Jorge Ramos had worked in the employment industry for over 10 years. Having worked as a Branch Manager, Regional Sales Manager, and Vice President of Marketing, Ramos owns a multi-faceted understanding of the staffing industry. Ramos originated from the Central Valley but transferred to Cal Poly San Luis Obispo with a baseball scholarship. After graduating with a Bachelor's degree in Applied Art and Graphic Design, Ramos relocated back to the Central Valley and owned his own business for a period of years. Actively involved in his local community, Ramos not only provides local sales and business development to USA 's Visalia and Porterville locations, but also delivers daily motivation and support to his staff and all those he encounters.

Mark Montanez - Manager of Training & Development / San Luis Obispo Branch Manager / Santa Maria Branch Manager
Before joining the company in 2005, Mark Montanez worked for 14 years for a San Luis Obispo non-profit company that specializes in assisting people with developmental disabilities. Since joining USA, Montanez provides training and support to the internal staff of USA and offers HR assistance to the company's human resource department. Montanez evaluates and assists with company policies and implementation, creates new company protocols, which includes regulating processes and procedures, and streamlining company efficiency. Montanez speaks fluent Spanish and assists all branch locations with support when needed.

Jennifer Arcitio - Executive Assistant to the President
Prior to joining the company in 2005, Jennifer Arcitio's former occupation consisted of training people with developmental disabilities and administering and developing curriculums to effectively exercise computer skills combined with academics. With an Associate of Science degree in Administrative Business Systems and a certificate in Pro Literacy Training, Arcitio supports the President and Executive Management team by creating and implementing standardized company forms and distribution methods to simplify consistency and productivity for all.

Mary Alpaugh - Sales Manager
Mary Alpaugh began a career in the employment field in 1978. She has worked as an Employment Counselor and an Outside Sales Representative for several Southern California agencies before relocating to the Central Coast to open her own flower shop. Because staffing was in her blood, Alpaugh sold her business and returned to the employment industry. Twelve and a half years later, Alpaugh joined USA in 2008 as Sales Manager and has continued to foster her many business and networking relationships since.

Debbie Allen - Payroll and Accounting Manager
After beginning a long standing career in finance for nearly 10 years, Debbie Allen entered the employment industry by securing a job as an Accounting Manager before opening her own employment company three years later. Allen attended the University of Wyoming Torrington, Cuesta College, and Cal Poly University before graduating with a Bachelor of Science in Accounting degree from the University of Phoenix in 2005. Allen joined USA in 2008 as the company's Payroll and Accounting Manager, working from the corporate office which is located in San Luis Obispo, California.

Having lived in Tulare County for most of her life, Juana Serrato embarked on her staffing industry career in 1993. After obtaining an Administrative Business certificate from a local college, Serrato worked briefly as a Payroll Clerk and then later as a Receptionist, an Employment Counselor, Assistant Manager, Office Manager, and Director of Packing House Division which required that she manage four offices and oversee 35 packing houses. Serrato speaks fluent Spanish and simultaneously manages USA's Porterville and Visalia branch locations and well equipped with knowledge and diligence.

With over seven years of management in the combined fields of human resources, sales, recruitment, and marketing, Cynthia Garcia also brings policy writing, implementation, employee training, and development experience to USA Paso Robles. Garcia specializes in coaching monolingual (Spanish) & bilingual (Spanish/English) employees with cross-culture supervisory and management level skills. As the Director of Human Resources and HR Consultant for United Staffing Associates, Nash provides cost-effective access to professionals and customized human resources services and products. As an alternative to in-house staff, Nash assists businesses requiring labor law compliance, management training, staff development, team building, leave administration, performance management, hiring processes, and policy development. Prior to joining USA, Nash worked in human resources for The Home Depot, was the District Human Resources Manager for Bed Bath & Beyond, and ran her own successful HR consulting firm. With over 20 years experience in human resources, and a Senior Professional in Human Resources (SPHR), Nash expertly supports the company and businesses she serves with her knowledge, wit, writing, and public speaking abilities.

Norma J. Laster - Director of Health & Safety
Norma Laster brought over 27 years experience in Federal & State safety regulatory compliance to USA after joining the company in 2007. She has worked with the Central Coast & Central California County Environmental Health Agencies, Weights & Measures, Air Pollution Control Districts, Cal/OSHA, & Cal/EPA. Laster holds many certifications which include Hazard Analysis Critical Control Point (HACCP) and has attended Food Safety training at Texas A&M University. With seven years experience as a Federal Food Inspector, Laster is considered an expert at assisting clients prepare for (and pass) third party audits; she has developed & implemented dozens of required safety programs, policies, and practices required by the many regulatory agencies.

Eric Palacios - Senior Health & Safety Associate
Eric began working in the safety and staffing industry six years ago, prior to joining the company in July, 2006. Having also managed a restaurant, Eric's food safety knowledge was an important ingredient necessary to expertly serve USA 's Central Coast client genre. His education background includes a degree, course completions, and certifications - an OSHA General Industry Outreach Trainer (501), OSHA Educational Training Course 40 hours, Forklift Trainer (Clark Forklift), Pesticide Safety Trainer, Food Safety Manager Certificate, Safety Incentive training, Food Safety and HACCP training, Haz-COM Trainer. He received his Cal OSHA Train-the-Trainer certification from San Diego State University in 2008. Eric also holds a degree in Business Administration from Santa Barbara Business College.
At the Santa Maria , San Luis Obispo and Paso Robles USA offices, Eric serves as Senior Health & Safety Associate. He has an excellent eye for performing work site Hazard Assessments and an excellent communication rapport with clients and employees. As a Senior Health & Safety Associate, Eric's expertise is offered throughout the business community rendering knowledge in the fields of Food Safety, manufacturing, construction, Wine Industry, and many others. He has assisted many of our clients in reducing workplace injuries, lowering their experience modification, and reducing workers compensation costs. Prior to joining the Oxnard USA team in the Spring of 2007 as a Health & Safety Associate, Joaquin worked in the Manufacturing industry, working with vertical mills and testing and repairing machinery. Joaquin's previous employment has allowed him to become an invaluable asset to the company when serving Industrial and Manufacturing industries. He is fluent English and Spanish and provides translator assistance for employees and clients. Joaquin's safety education includes: 30 hour Cal/OSHA training, Certified Trainer in Forklift certifications, Pesticide Handler Certified, 10 hour Construction Certificate, Ergonomic training, Heat and Illness Prevention Program training. He is currently pursuing a degree in Engineering. Joaquin expertly oversees Health and Safety in the Oxnard/Ventura/Thousand Oaks territories.
