United Staffing Associates is partnering with an established service-based company in its search for an experienced Human Resources Manager to support the HR function and help shape the employee experience.

The HR Manager will oversee day-to-day HR operations while serving as a trusted resource and strategic partner to company leadership. Responsibilities span employee relations, recruitment and workforce planning, performance management, benefits and leave administration, workers’ compensation, training and development, workplace safety, and employment law compliance.

Key Responsibilities
• Serve as a trusted HR resource and advisor to employees, supervisors, and company leadership, providing guidance on employee relations, performance concerns, attendance, disciplinary actions, policy interpretation, and employment best practices.
• Manage employee relations matters from intake through resolution, including workplace complaints, investigations, documentation, corrective action recommendations, performance improvement plans, and employee separations.
• Coach and support managers through performance management, counseling, conflict resolution, and other sensitive employee matters.
• Promote open communication, employee engagement, and a positive workplace culture while identifying opportunities to improve retention, morale, productivity, and the overall employee experience.
• Oversee recruitment, interviewing, screening, selection, and hiring processes, ensuring practices are consistent, well documented, equitable, and compliant with applicable employment laws.
• Partner with leadership to assess current and future staffing needs, support workforce planning, monitor turnover and staffing trends, and identify opportunities for internal advancement and succession planning.
• Lead the company’s performance management process and support employee development through training, coaching, mentorship, cross-training, and career-development initiatives.
• Identify organizational training needs and coordinate or facilitate programs related to supervisor development, harassment prevention, workplace safety, compliance, and other business priorities.
• Administer employee benefits and compensation programs and serve as a resource regarding eligibility, enrollment, open enrollment, and general benefits questions.
• Maintain accurate employee information within HRIS and payroll systems and prepare HR reports related to staffing, turnover, compensation, attendance, benefits, and other workforce metrics.
• Ensure HR practices, policies, and procedures comply with applicable California and federal employment laws and regulations, including wage-and-hour, leave, workplace safety, anti-discrimination, and recordkeeping requirements.
• Stay current on changes in employment laws and regulations and develop, review, and maintain HR policies, procedures, job descriptions, forms, employee handbooks, and required employment documentation.
• Conduct periodic HR audits and compliance reviews to identify potential risks and ensure personnel records, medical records, training documentation, investigation records, and other required documentation are complete and properly maintained.
• Administer employee leaves of absence, including FMLA, CFRA, Pregnancy Disability Leave, California paid sick leave, reasonable accommodations, and other applicable leave programs, including management of the interactive process and return-to-work arrangements.
• Oversee workers’ compensation claims from initial reporting through closure, coordinating with employees, supervisors, medical providers, insurance carriers, and claims professionals as needed.
• Manage unemployment claims and responses, including gathering documentation, preparing timely submissions, managing appeals, and participating in hearings when necessary.
• Partner with leadership and safety personnel to support workplace safety programs, investigate incidents, identify injury trends, strengthen preventive measures, and promote a culture of safety and accountability.
• Support employee recognition programs, company events, community activities, and other initiatives that reinforce company values and strengthen employee engagement.
• Evaluate HR processes, systems, and programs on an ongoing basis and recommend improvements that enhance efficiency, compliance, employee support, and organizational effectiveness.
• Perform additional HR-related duties and special projects in support of company needs and organizational priorities.
Qualifications
• Minimum of five years of progressive human resources experience, including experience managing or leading a broad range of HR functions.
• Bachelor’s degree in Human Resources, Business Administration, or a related field strongly preferred.
• Strong working knowledge of California labor and employment laws, regulations, and HR compliance requirements.
• Demonstrated experience managing complex employee relations matters, workplace investigations, performance concerns, disciplinary actions, and employee separations.
• Working knowledge of leave administration, reasonable accommodations and the interactive process, workers’ compensation, employee benefits, and unemployment claims.
• Experience with HRIS platforms, payroll systems, HR reporting, and employment recordkeeping.
• Strong written and verbal communication skills with the ability to communicate effectively with employees, managers, and senior leadership.
• Sound judgment, professionalism, discretion, and strong conflict-resolution and problem-solving abilities.
• Strong organizational and time-management skills with the ability to manage multiple priorities and meet deadlines in a fast-paced environment.
• Ability to build credible, collaborative working relationships across all levels of the organization while balancing employee advocacy with business and compliance considerations.
• A proactive, people-focused approach with an interest in strengthening company culture, developing employees and leaders, and continuously improving HR programs and practices.
Compensation & Benefits
• $115,000–$125,000 per year, depending on experience.
• Employee bonus program of up to 10%, based on performance metrics.
